Education Number One Priority Education is Nevers Mumba's number one priority. People matter and are Zambia's greatest assets and every citizen should be guaranteed the right to a quality education. An excellent, quality education for Zambia is an economic necessity and has a direct impact on the health and well-being of the nation. Every Zambian's potential deserves to be developed and fulfilled. Standards Above Structures Nevers Mumba's primary goal is to raise standards above structures and modernize every school. The Ministry of Education will become a leading office of state with priority funding. The Ministry will give a strong and consistent leadership to help raise standards in every school by:
Motivational packages for teachers will be negotiated in accordance with their respective professional qualifications and status. An added incentive shall be given to teaching personnel that serve in peri-urban areas. In-service training and re-assessment of teaching and lecturing faculty members at all levels will be a requirement. Health Care Based On Need Rather Than Ability To Pay Health by itself may not be everything but everything without health is nothing. Nevers Mumba pledges to make health care a priority where a hygienically fit environment, proper nutrition and clean water and physical fitness are attainable. He will vigorously work to reduce the increase in both child and adult mortality rates, a low life expectancy and the outbreak of preventable and curable diseases that have ravaged the health of the nation. The standard of health care delivery and supply of essential medical drugs is in total disarray, while health personnel are completely de-motivated. Nevers Mumba will ensure that government takes the primary responsibility to facilitate for the availability of medical care on demand for every citizen; and access to it will be based on need - not on your ability to pay. Preventive Health Care Preventive rather than curative health care will take precedence. We will run priority programmes that educate and physically prevent the outbreak of diseases like cholera, malaria and HIV/AIDS. He will mount an all out national campaign to eradicate, prevent and treat the scourge of HIV/AIDS. Clean, affordable water supply and sanitation will be an unshakable commitment by government. Medical Professionals Nevers Mumba pledges to expeditiously resolve the impasse of deplorable working conditions and poor terms of service of our trained Zambian professionals in preference to expatriates. He will work towards reversing the trends of serious brain drain of our medical professionals to other countries. He will also work with, and encourage up-to-standard private medical practitioners and will encourage an amicable arrangement between traditional healers, the general public and government. Economy and Jobs The measure of a strong economy is a growing middle class where every Zambian has a chance to work and an opportunity to succeed. Nevers Mumba's belief in equal opportunity for all is non-negotiable. He will vigorously pursue economic policies that reduce administrative burdens in industry and commerce, while raising living standards and creating good paying jobs for ordinary Zambians. Create Good Paying Jobs Zambia's current major potential growth areas lie in the agricultural and tourism sectors. Under Nevers Mumba's leadership, domestic and foreign investments in these sectors will be a stimulus for tangible job creation. Agriculture is potentially the major contributor to the recovery and growth of the Zambian economy. By the 1980's, Zambia had attained food self-sufficiency. A decade later, our nation began to solicit for food from the international community, a practice still prevalent today. Under his leadership:
Promote Tourism World over, tourism is tending towards natural rather than artificial habitat. This places our nation at a strong competitive advantage.
Harness Zambia's Water Resources As A Tool For Economic And Community Development Zambia is blessed by numerous rivers and water resources. It is critical that Zambia's water resources are properly managed and harnessed as a tool for economic and community development. Restoring Fiscal Responsibility Zambia's economic policy will continue to be predominantly private sector driven and designed to defeat inflation, promote exports, stimulate investment, encourage competition and ensure that taxes are fair and clearly based on the ability to pay. A free market economy works best. However it needs light but effective regulation. Prudent regulations will be enforced by a truly independent Central Bank which will operate under clear policy guidelines to ensure that licensing and operations of Commercial Banks and other financial institutions is granted to those with adequate capitalization and sound management. Above all Government will spend within its means. We intend to employ an efficient, well motivated, professional and smaller Civil Service. Zambia's efforts toward economic recovery and growth are hampered by a huge unsustainable foreign debt burden. Nevers Mumba's approach to this challenge is three fold:
Fuel Energy Fuel energy is integral and key to all economic activity. We will always ensure local refining of oil into finished products to keep the cost low and will speedily and efficiently intervene where this is threatened. We will prefer and encourage other modern but cost-effective sources of energy like solar power as opposed to diminishing and environmentally dangerous sources like coal. Improve Opportunity For Small Business Nevers Mumba views privatization as a means to attract capital, new technology and, where applicable, skilled labour to improve and maximize production in the mining, manufacturing tourism and agricultural sectors. However, it has become clear that Zambians have to play a meaningful role in identified areas of opportunity where joint ventures are encouraged in order to boost the small-scale and medium-size entrepreneurs and business. In many economies this group comprises a major driving force and building block for economic growth. Stand Up For Workers Rights We will respect and honour all legal actions by the current government including the privatization programme that it has undertaken. Nevertheless, we will ensure that the workers are guaranteed without question the legal right to form unions and to bargain collectively for wages and conditions for employment. Pension schemes will remain an unshakable commitment by government. Reconnect With Zambians Around The World Nevers Mumba will launch a strategic effort to connect with Zambians around the world to rebuild the nation with their contribution of expertise and investments. This effort involves expanding Zambia's connectivity to the world by attracting investments in building information technology infrastructure that connects Zambia with key economic hubs-South Africa, far East Asia, USA and the European Union. Create A National Database We will create a national database through information technology (IT) to account for every citizen within the borders of Zambia. This will become the basis for national planning for all spheres of our development. Communication and Transportation In pursuit of economic recovery and growth through diversification, Nevers Mumba is committed to spearheading efforts that address the need for modern communication facilities such as print and electronic media, a good road network, improved railway services through a well managed and structured Zambia Railways, efficient air and water transportation systems that will enhance and improve the quality of life for all Zambians. Governance and Democracy Nevers Mumba believes in the supremacy of the Republican Constitution and that good governance, based on the unshakable pillar of the rule of law founded on truth, tolerance, love and fair play, is unattainable outside this framework which the majority of the Zambian people have adopted. In essence, the constitution of Zambia should embrace the following:
A True Separation Of Powers Nevers Mumba will separate the Executive, Legislative and Judicial arms of the government to ensure their respective independence. Upon constitutional amendment, members of the parliament will not be expected to be cabinet Ministers and otherwise. Nevers Mumba espouses a government of "national unity", where cabinet ministers and other government officers are drawn from a wider sector of society, regardless of their political party affiliation. In a Zambia where politics have begun to polarize on tribal and ethnical lines, a government of "national unity" is necessary for Zambia's stability and progress. Judges will be appointed by an independent Judicial Commission and not the Executive wing of government. Local Government Reform Nevers Mumba will encourage the devolvement of power to regions guided by central government and pooled at national level to tackle common problems. The constituency will become the basic unit and point of development, determining its own priority needs and programmes. The area member of parliament, traditional rulers and other stakeholders will manage government's developmental projects, building a united nation where the diversity of language, culture, arts and music are encouraged and preserved for posterity. Land is a key factor to the economy. Since most of the land in Zambia is held under traditional tenure, we will ensure that a nationally accepted land policy is adopted through consultation between traditional rulers, urban developers, government and other stakeholders. Electoral Reforms Nevers Mumba will support the separation of dates for local government, parliamentary and presidential elections. He will further ensure that such dates are enshrined in the Constitution of the Republic in order to have predictable elections, which helps both the opposition and the ruling parties to adequately plan and prepare in advance. Campaign Finance Reform The Electoral Commission will be empowered to provide an electoral code that is acceptable to all stakeholders. The Commission will determine an upper limit of how much a candidate is allowed to spend during an election and shall have the power to prosecute and cancel elections where abuse and corruption have been verified. Religion - Based On Love, Tolerance And Justice Nevers Mumba will uphold the declaration of Zambia as a Christian nation, but will practically establish terms of reference based on love, tolerance and justice for all. He will encourage a society that strengthens family values, protects children and will also create social safety nets in collaboration with the Church, other Religious groupings and civic organizations in order to alleviate and eradicate poverty which is alarmingly high. Nevers Mumba respects every citizen's freedom of association and assembly and will ensure the full rights of every religion to practice without intimidation under the provisions of the Constitution of Zambia. Youth Empowerment Youth Unemployment Challenge The biggest challenge confronting the Zambian youth is unemployment. We shall work at decongesting our streets by providing more opportunities for work, education and practical skills training among youths in a growing employment creating economy. Nevers Mumba will attack the low standard of sport and recreation currently prevailing in Zambia. He will facilitate the improvement of sport and recreation as a way of life at every level of society. Early childhood development in sport, primarily through schools, will become our focal point in developing the vast youth talent into national and international sports men and women. Launch A National Service Volunteer Programme All secondary school students will be required to volunteer their participation in a community developmental project as part of the student's graduation requirement to instill in the youth of Zambia a love for their nation, a desire to improve the lives of their fellow Zambians and to improve their community. A curriculum will be developed in all schools that promotes volunteerism and Community Partnerships between schools and businesses. Defence and Security Confront Crime And Its Causes Nevers Mumba has zero tolerance for crime and will be tough on its causes and its perpetuators. He will strengthen and motivate our defense and security wings of government and stiffer penalties for convicted offenders in order to under gird national prosperity. Good Neighborliness, Our First Line Of Defence Formidable defence will be guaranteed on all international borders and we will seek to review our strategic security and defence interests in view of increased international terrorism, illegal gun dealing, organized crime and drug trafficking, illegal immigration and ethnic wars that have broken out in a number of African countries. In peace time, our defence forces will be engage in developmental projects. Nevers Mumba will maintain good neighborliness as our first line of defence. Toward Regional And Global Integration Nevers Mumba will honour Zambia's international commitments and obligations. He will also pro-actively participate in regional groupings like the Southern Africa Development Conference (SADC) and Common Market for Eastern and Southern Africa (COMESA) which are working towards economic, political and social integration to realize the African renaissance. |
